All four kingdoms (human being through mineral) have their life on the physical plane but their consciousness at different levels (I-11), as follows:

The human being’s consciousness is enclosed within the head in frontal brain; the focal point of the animal’s consciousness lies in front of the head in the astral; plant consciousness is at the center of the Earth (thus its “head,” or root, goes down, I-78); and mineral consciousness is in Higher Devachan.

Elemental Beings (I-12) have their consciousness in all four forms of the physical plane and their body in the astral world. What the natural scientist today calls laws of nature are the “thoughts” of beings who “think” on the physical plane but have their bodies on the astral plane. The forces of nature are creative beings and natural laws are their “thoughts.”
